State and local government organizations are experiencing an increase in cyber incidents that impact and disrupt citizen services. In 2021, US President Joe Biden signed the Infrastructure Investment and Jobs Act (IIJA), which created the State and Local Cybersecurity Grant Program (SLCGP) to provide funding to eligible entities to address cybersecurity risks and threats to information systems owned or operated by, or on behalf of, state, local, or tribal governments. Recently, the National Science Foundation (NSF) announced a new funding opportunity for any principal investigator (PI) with an active award from the NSF Directorate for Computer and Information Science and Engineering (CISE), for use of cloud services and technologies via CloudBank. PIs can submit requests for use of the AWS Cloud, on a rolling basis, with funding made available for the duration of one year. This is a first-of-its-kind opportunity for federally-funded researchers to explore the capabilities of the AWS Cloud, at no additional cost.

The US Department of Transportation (USDOT) offers state and local government funding opportunities through discretionary grant programs that encourage transportation agencies to think big. To better support the growing use of cloud computing resources with increasing data- and compute-intensive research and education workloads, the National Science Foundation’s (NSF) Directorate for Computer and Information Science and Engineering (CISE) announced the Cloud Access solicitation in September 2018. The NSF, through its competitive merit review process, selected CloudBank. Researchers that use CloudBank gain access to advanced hardware resources such as CPUs, GPUs, FPGAs, ASICs, and quantum processing units (QPUs). In addition, CloudBank offers proposal assistance, facilitated cloud access and account management, monitoring and resource usage optimization, and eliminates university overhead/indirect costs, and provides curated training materials, classroom, and help desk support.
